Determines whether Bootstrap 3 is loaded on the page.

Returns

boolean

true if Bootstrap 3 is detected, otherwise false.

Remarks

Inspects jQuery.fn.modal.Constructor.VERSION; the check is safe when jQuery or the modal plugin is absent.
